time, it is seen that a Budgetary provision of Rs.100 crores has been made by the State Government for the development of "Edathavalams" along the National Highways and State Highways and this being the position, what is the involvement of the Indian Oil Corporation with regard to the installation incurring any expenditure, so as to have the premises leased out to them, is a matter required to be looked into. Similarly, when an 'Edathavalam' is constructed with close proximity to the petrol pump, near to the temple premises, will it be within the permissible distance as per the relevant provisions of law, in relation to the safety and security, is also a matter which requires to be looked into. This is more so, since the various fire works and such other display in the temple in connection with the festivals/poojas and such other occasions including the Mandala-Makaravilakku season may not cope with with the petrol pump to be set up. What is the extent of actual land sought to be leased out to the IOC is also discernible. Prima facie, we are not satisfied with the requirement. However, we do not express any firm opinion in this regard, as further materials are to be placed on record, before arriving at a decision.
