This D.B.P. was initiated on TDB Report No.22 of 2021 in Petition No.5 of 2021, submitted by the learned Ombudsman of Travancore Devaswom Board. Maramath Petition No.5 of 2021 was filed before the learned Ombudsman seeking permission for the work of construction of a ladies hostel in Devaswom Board College, Thalayolaparambu, Vaikom Group. As per Annexure E, administrative sanction was accorded by the Board for the work at an estimated cost of Rs.1,75,50,000/-. The Chief Engineer, Travancore Devaswom Board, accorded technical sanction as per Annexure F. The learned Ombudsman after considering the matter in the light of the remarks of the audit, submitted the report with a specific remark that the Board through his Executive Engineer has to file additional statement in regard to the omission to submit estimate regarding the electrical work and also a few other essential works like drainage, etc. Annexures B and D are the drawing of the Architect and the building plan.

remarks of the Senior Deputy Director, Kerala State Audit Department, was also placed on record. The further remark offered by the Senior Deputy Director is that the availability of sufficient funds for the additional works mentioned in the affidavit of the Secretary of the Devaswom Board has to be ensured.
