the High Court, SEC, decided to restructure PMU and formed a technical sub group to furnish proposals regarding the structure and selection methods. Considering the report of the technical sub committee, the Government issued criteria for selection of candidates by Ext.P6 order. It was found that certain qualifications in the G.O.were not suitable for the selection of appropriate candidates. Hence, revised qualification was issued as Ext.P7. It was contended that the petitioners were appointed only on contract basis for a period of one year and their contracts were renewed after periodical breaks.The Director of Panchayath, who is the Nodal Officer of RGSA reevaluated the performance of the petitioners and found that the earlier unit was not capable of implementing the RGSA project properly and they were unable to complete the required projects. It was in that background, the Director requested the Government to reconstitute PMU in accordance with RGSA guidelines by Ext.R2(a) communication. It was particularly observed that MIS specialists were not upto the expectations in implementing the projects. After examining the suggestions of the Director, the Government decided to restructure the PMU and a direction was given to renew the contract of the petitioners only upto 30/6/2019 by Ext.R2(b) communication dated 26/6/2019. The restructuring proposal specifically deals with the issue of including professionals with sufficient experience in planning, training, economic development, social justice project management, MIS procurement, civil works, monitoring and evaluation etc. in accordance with the guidelines of RGSA.
