under Act 14/57, Clause 14 thereof provided that University employees will be required to pass such departmental tests as may be prescribed by the Syndicate. On 31.5.1963/01.06.1963, the Syndicate, as per decision No.139 resolved to follow the Government order dated 14.01.1963, according to which, the pass in Account Test (Lower) would be a mandatory qualification for Lower Division Clerk post and pass in Secretariat Office Manual Test would be made mandatory for declaration of probation in LDC. On 25.02.1967, the syndicate resolved to promote only those Assistant Gr.II who have passed the required departmental test. As per Section 75(2) of Chapter IX of Kerala University Act, 1969 all Statute, Rules, Ordinance and Bye-laws which were in force immediately before the commencement of that Act, in so far as they are not inconsistent with the provisions of this Act, would continue to be in force until they are replaced by the Statutes, Ordinances, Rules or Bye-laws framed under that Act. As per the schedule attached to Chapter XIV of the Kerala University First Ordinance 1972 which deals with scale of pay, qualification etc. of various posts in the University, pass in the prescribed test was stipulated as the technical qualification for promotion to the post of Assistant Gr.I from among suitable Assistant Gr.II on the basis of seniority and merit. Section 82(3) of Chapter IX of Kerala University Act, 1974 is similar to Section 75(2) of the Kerala University Act, 1969. As per Statute 2 of Chapter 4 of the Kerala University First Statute, 1977, the provisions of KS&SSR 1958, as amended from time to time, shall apply to the University employees.
