Krishi Bhavan, Chapparapadavu was functioning at a place called Oduvally. It was only on 01-02-2010 that the office was shifted to the Panchayat office following which the sweeping area exceeded 100 Sq. Mtr. The minimum area required for the creation of the post of Part-Time Sweeper in Government offices, going by the terms of the Government order dated 25-11-2005, is 100 Sq. Mtr. The fact that the sweeping area exceeded 100 Sq. Mtr. only after 01-02-2010 is also not disputed before us. Therefore the only question to be considered is whether the benefit of the Government order dated 25-11-2005 could be extended to the respondent. Exhibit P3 is a Government circular dated 05-03-2016. A reading of that circular shows that though proposals for the creation of the post of Part-Time Sweeper were to be processed only till 30-06-2010, the Government continued to receive proposals after that date and many such proposals were processed and sanctioned. The circular (Ext.P.3) therefore proceeded to direct that no further proposals shall be received from the date of the circular which, as noticed above, was on 0503-2016. Therefore it is clear that even after 01-02-2010 which is the date on which the sweeping area in respect of Krishi Bhavan Chapparapadavu exceeded 100 Sq. Mtr., the Government
