Travancore Devaswom Board that the amount required for the aforesaid construction work is payable from the college fund and not from the Devaswom Board fund. Annexure-IV complaint would reveal that the proposal is to construct four rooms. In view of the deviation proposed from the original plan revised technical sanction was obtained, as is evident from Annexure-V. Learned Ombudsman further observed that the work being in the nature of extension of the existing building, namely, ladies hostel of the College, the need as felt by the Principal of the College could not be disputed. It is also evident that the proposal is in the interest of the students. Evidently, Travancore Devaswom Board has also satisfied with the need for the extension work. The learned Ombudsman has observed that the requisite permission is not seen obtained from the Local Self Government Institution concerned. In the said circumstances, it is suggested in the report that TDB may be directed to get requisite permission from the Local Self Government Institution concerned before effecting construction. In the light of the report containing such suggestions and taking into account the documents enclosed we are of the view that the approval sought for the estimate as also for award of contract in relation to the said work can be accorded.
