According to the petitioner, petitioner is a practicing lawyer and a member of Kerala Muslim Jamath Council Social Welfare Trust (KMJCSWT). The trust is the absolute owner in possession of 6 cents of property, by virtue of sale Deed No.2230/2012 of SRO, Alappuzha, and the property is mutated in their name and are paying basic tax. However, on 19.8.2013, the then Municipal Secretary of the Alappuzha Municipality preferred a frivolous petition to cancel the mutation of the property owned by the trust. Later, petitioner on enquiry, understood that certain sale deeds were produced by the Municipal Secretary in order to substantiate their application. Case of the petitioner is that, forgery was committed with intent to cast an impression before the revenue authorities that, the Alappuzha Municipality own and possess 8.5 Acres of property instead, and in place of 6.63 Acres for the purpose of constructing a stadium. Any how, in order to ventilate the grievances, petitioner has now submitted Ext.P3 before the District Collector, ie. 2nd respondent and seeks direction for consideration of the same.
