W.P.(C)Nos.28877/16 &7365/2016 respectively), wherein it was held that the possession certificate would only disclose the details of the owner and the possession of the property and whether the property is an exempted property or its user is restricted, it cannot be changed would be a matter that would separately come up for consideration as the occasion may arise by its user, by the purchaser or by any other person and that should be an independent issue to be decided as and when it actually arises for consideration and such future scenario cannot be the legal basis for denial of issuance of possession certificate etc. Accordingly, the Division Bench of this Court had ordered that even issuance of an unqualified possession certificate would not fetter the right of the Governmental authorities concerned in taking any action, if they are of the view that any law is being violated and subject to result of such right of the Governmental authorities, the Division Bench of this Court had directed the issuance of the possession certificate, if the conditions for issuance of such certificates are duly satisfied etc. The said judgment dated 4.4.2017 rendered by the Division Bench of this Court in W.A.Nos.564 & 612/2017 reads as follows:
