The grievance of the petitioners in these writ petitions concerns the conduct of the respondents in denying BPL ration cards to the petitioners and the members of the association of which the first petitioner in W.P.(C).No.13843 of 2017 is the President. According to the petitioners, BPL ration cards are denied to the petitioners and others for the reason that they are in occupation of concrete houses. According to the petitioners, concrete houses have been provided to them by the Government under the Tsunami Rehabilitation Programme and in so far as the said houses are not built by them, the same shall not be a reason to deny them BPL ration cards. It is pointed out by the petitioners that though they have preferred representations pointing out this aspect before the District Collector, action is not being taken on the said representations. The representations which are addressed to the Minister concerned with copy to the District

Collector are produced by the petitioners as Ext.P1 in the writ petitions. The petitioners seek appropriate directions in the writ petitions for redressal of their grievances.

Heard the learned counsel for the petitioners as also the learned Government Pleader.

Having regard to the facts and circumstances of the case, I deem it appropriate to dispose of the writ petitions directing the District Collector, Alappuzha to take a decision on the representations produced as Ext.P1 in the writ petitions, after affording the petitioners an opportunity of hearing.
