JUDGMENT
The issue involved in the instant writ petition has been decided in favour of the petitioner by the decision of Division Bench of this Court in Manager, Vengeri A.U.P. School v. State of Kerala [2009(2) KLT 856] . Accordingly, the observations and directions in the said judgment shall apply to the instant writ petition also. The writ petition is thus allowed, following the observations and directions in the judgment of Division Bench of this court in Manager, Vengeri A.U.P. School v. State of Kerala
