the Water Authority, seniority list, casual labour roll, M book etc. are required for considering the service. It is well known to the respondents as well as the petitioners that there is no division wise seniority for the CLR workers maintained for the period from 19851990. Similarly Casual Labour Register, M book etc. can only be in the custody of the respondents. As far as petitioners are concerned, their service book contain entries regarding the CLR service. Since the petitioners were absorbed as NMR workers considering the fact that they were rendering CLR service and the entry in the service book are attested by the officers under the respondents, it is up to the respondents to verify and find out the details of service rendered by the petitioners as CLR workers from the records maintained by them, in case they are of the view that the entire period of service shown therein cannot be reckoned for higher grade as claimed by the petitioners. The benefit of the Government order cannot be denied insisting details which the persons like petitioners will not be able to furnish. At any rate from Ext.P7 order issued by the Government, which is produced along with reply affidavit filed by the petitioners, it is seen that the Government have issued orders dated 25.11.2013, on the basis of a common judgment dated 6.2.2013 in WP(C)No.32081 of
