J U D G M E N T
It is submitted that the permit has ceased and the permit holder has leased out the vehicle. The lessee has filed Ext.P2 application for permitless certificate. The respondent shall consider Ext.P2 application with notice to the lesser and lessee. A permitless certificate shall be issued if there is no legal impediment.
The Writ Petition is disposed of.
