convinced that the grievance of the petitioners are genuine as they have made substantial investment by way of purchasing equipments or providing buildings for running the Centres or spending their time and energy for running the centre and that failure on the part of the District Co-ordinator in issuing sufficient notice is highly improper and that the petitioners have also been barred from running Akshaya Centres. Accordingly, the 1st respondent as per Ext.P-17 and P-18, further ordered that the impugned order dated 1.10.2011 issued by the District Co-ordinator, Thrissur (District Collector, Thrissur), terminating the Akshaya Agencies of the petitioner stand set aside and the matter was remitted tot he District Collector to decide the matter after conducting a fresh enquiry and reasonable opportunity. In purported compliance of the directions issued by the 1st respondent Government in Exts.P-17 and P-18, the District Co-ordinator (District Collector, Thrissur) has passed Ext.P-20 and P-21 rejecting the petitioners' claim. Now, the petitioners have submitted representations dated 14.10.2014 and 23.6.2016 and since there was no action thereof they have also submitted Ext.P-22 representation dated 16.8.2016 and Ext.P-23 dated 16.8.2016 before the 1st respondent pointing out their grievances and that the 1st respondent, being the sole arbitrator, should decide and arbitrate on the
