this Court in W.P.(C).No.21196/2016 and that final order has not yet been passed by the appellate authority. Since this Court has already taken a view in the judgment in W.P.(C).No. 21196/2016 that the correctness or otherwise of the abovesaid order dated 3.6.2016 passed by the Director of Industries & Commerce is to be initially adjudicated and determined by the competent appellate authority (State Government), this Court is of the view that it is not proper for this Court, at this stage, to consider the merits of the various contentions raised by either parties; one for upholding the said order dated 3.6.2016 and the rival plea for interdicting the said order, as the matter is already in the active consideration of the appellate authority, pursuant to the directions issued by this Court. Accordingly, it is ordered that the competent appellate authority (State Government) should ensure that all affected parties concerned should be given a reasonable opportunity to present their versions, before the appeal is finally decided in terms of the directions issued by this Court in W.P.(C).No.21196/2016, if such hearing process is not so far fully completed.
