Aggrieved by the delay in granting licence to the petitioner, the petitioner has come up before this Court.

W.P.(C) No. 3505 of 2013
was issued with Ext.P4 letter asking him to produce certain documents made mention of in the said letter. According to the petitioner, the licence from the respondent panchayath is not required in the light of Section 233 of the Kerala Panchayath Raj Act.
Therefore, the writ petition is disposed of directing the respondent panchayath to consider and pass appropriate orders on Ext.P2 application after affording the petitioner an opportunity of being heard.
This exercise shall be completed within a period of one month from the date of receipt of a copy of this judgment. To facilitate an early action, it shall be open to the petitioner to produce copies of this judgment and the writ petition before the respondent panchayath at the earliest.
