J U D G M E N T

The petitioner, who is presently working as a Professor and Head of the Department, Department of Community Medicine in the 3^rd respondent College, is aggrieved by the delay in approval, by the 1^st respondent, of the promotions effected in the 3^rd respondent College as far as teaching staff are concerned. It is pointed out in the writ petition that the 2^nd respondent had initially raised certain queries in connection with the proposals submitted by the College and, on receipt of Ext.P3 communication from the 2^nd respondent, the 3^rd respondent had, by Ext.P4, clarified the position obtaining in the College to the 2^nd respondent. According to the petitioner, all that remains is for the 1^st respondent to take a decision in the matter of approval to the promotions effected in the College.

I have heard the learned counsel for the petitioner and the learned Standing counsel for the 1^st respondent.

On a consideration of the facts and circumstances of the case as also the submissions made across the bar, I dispose the writ petition with a direction to the 1^st respondent to take a decision in the matter

covered by Exts.P3 and P4 within a period of one month from the date of receipt of a copy of this judgment, after hearing the petitioner, if so required. The 1^st respondent shall, on passing orders as directed, communicate the same to the petitioner immediately thereafter. The petitioner shall produce a copy of the writ petition together with copy of this judgment before the 1^st respondent for further action.
