Both sides submitted that the issue raised in these writ
petitions are covered in favour of the petitioners by virtue of
the judgment in W.P.(c) No.22187 of 2012. However, the respondents have filed an appeal, which is pending consideration of the Division Bench as Writ Appeal No.44 of 2013.
Therefore, these writ petitions are disposed of holding that the petitioners will be entitled to the benefit of the judgment in W.P(c)No.22187 of 2012, which shall be subject to the outcome of the writ appeal filed by the respondents.
