Learned Ombudsman has submitted Report No.165/2013. The matter in question is regarding the grant of approval of estimate and award of contract for the work of constructing Indoor Stadium attached to D.B. College, Parumala. The total estimate is of Rs.65,80,000/- out of which Rs.40,00,000/- is allotted by the University Grants Commission and they have already disbursed Rs.20,00,000/- to the College for the above purpose. The necessity for execution of the work has been highlighted in the report and in para 2 while referring to the objection of the Local Fund Audit and the explanation of the Engineer, learned Ombudsman has recorded the statement that at the time of final execution of the agreement the mistakes will be corrected. It is suggested that while granting permission, this Court may prescribe a condition that the mistakes pointed out by the Local Fund Audit will have to be corrected and the final auditing will be done by the Local Fund Audit after the work is executed.
