JUDGMENT
Petitioner is a Panchayath. In this writ petition, they are challenging Ext.P8, an order passed by the Ombudsman for Local Self Government Institutions in O.P.No.360/2009.
to the Government alleging that she has been discriminated in the matter of giving the benefits under the house improvement scheme of the respondent Panchayath. The Government vide order dated 06.03.2009 forwarded the complaint to the Ombudsman. The Ombudsman, directed the Deputy Director of Panchayath to conduct an enquiry. Accordingly, the Deputy Director of Panchayath submitted a report. On the basis of the report, the Ombudsman passed Ext.P8 order directing the Panchayath to grant benefit to the first respondent, notwithstanding the fact that the rank assigned her is lower. It was also directed that the Secretary of the Panchayath will be personally responsible for complying with the order and that a compliance report shall be made on releasing benefits.
