The petitioner has filed this writ petition with the following prayers:

1. To call for the records connected with the case leading to Exts.P4 and P6 and quash the same by issuing a writ of certiorari.

1. Alternatively, direct the 1^st respondent to consider and dispose of Ext.P5 expeditiously after giving an opportuinity of hearing to the petitioner.

The learned Government Pleader, on instructions, submits that Ext.P5 appeal/petition filed by the petitioner is pending before the first respondent. Let respondent No.1 dispose of Ext.P5 appeal/petition within one month from the date of receipt of a copy of this judgment keeping in view Ext.P1(a) certificate issued by the 3^rd respondent. It is open to the authorities to allow set off as prayed for by the petitioner. This writ petition is disposed of as above.
