JUDGMENT

There are two prayers in this writ petition which reads

as under:-

“(a) Issue a writ of mandamus or any other appropriate writ, order or direction directing the respondents to permit the petitioner to remit the required fee for the issuance of provisional certificate of Ph.D and issue the same without any further delay.

(b) Issue a writ of mandamus or any other appropriate writ order or direction directing the respondents to sanction and disburse the entire amount due under the scholarship and expenditure to the petitioner without further delay.”

As far as the issuance of the certificate is concerned,

pursuant to interim order passed by this court on 2.2.2010, petitioner cleared the dues and on issuing no dues certificates, provisional certificate has already been issued on the petitioner. Now that the dues have been cleared, there should not be any objection in issuing the final Ph.D certificate. Therefore, it is directed that the respondents shall issue Ph.D certificate to the petitioner on production of a copy of this judgment.

As far as the second prayer for disbursement of the scholarship and reimbursement of the expenditure to the petitioner is concerned, in the statement filed, the respondents have disputed her eligibility for the reason that the petitioner did not have sufficient attendance and that for reimbursement of the expenditure, it is stated that the claims were not recommended by the authorities. In the light of these contentions raised, I direct that it will be open to the petitioner to file a representation before the Registrar of the 1^st respondent University, in which event, it is directed that the said authority shall consider the claim of the petitioner and pass orders thereon.
