J U D G M E N T
Petitioner is working as Electrician Gr.I in Government Press, Thiruvananthapuram. He belongs to Hindu Velan , a Scheduled Caste Community. He applied for a transfer to opted district Ernakulam. The 3rd respondent, who is working as First Grade Electrician in Government Press, Ernakulam has been retained in the same station, according to the petitioner, for the last seven and half years. Petitioner's request for a transfer to Ernakulam is rejected under Ext.P3 and aggrieved thereby, petitioner has preferred Ext.P5 appeal before the Government. This writ petition has been filed seeking appropriate direction in relation to Ext.P5.

accommodating the petitioner, the 3rd respondent shall also be heard along with the petitioner before a decision is taken by the Government.
