J U D G M E N T
Petitioner approached this Court aggrieved by the promotion granted to the 4th respondent. Counsel appearing for the 2nd respondent submits that the 4th respondent alone was the qualified person possessing a degree and hence his promotion was in order. It is also submitted that the promotion was duly approved also by the Director of Technical Education. Therefore, there is no merit in the writ petition. It is dismissed.
