Petitioner is before this Court seeking for the following reliefs:

a. Issue a writ, order or direction in the nature of Mandamus declaring that inspite of the Complaint dated 26.12.2025 filed by the Petitioner Vide Annexure A. Order dated 17.04.2026 passed by the Respondent No.4 Vide Annexure C and Complaint dated 24.05.2026 filed by the Petitioner Vide Annexure-D the inaction of Respondent No. 5 in registering the FIR is illegal and arbitrary. - Annexure-C-vide dated-17/04/26NO.SDPO/DBP/RTI/Appeal/02/2026.

b. Issue a writ, order or direction in the nature of Mandamus directing the Respondent No. 5 to register a First Information Report (FIR) based on the Order dated 17.04.2026 passed by the Respondent No.4 Vide Annexure C and based on the written complaint dated 24.05.2026 Vide Annexure-D filed by the Petitioner - Annexure-C, vide dated 17/04/26, NO. SD PO/DBP/RTI/Appeal /02/2026.

c. Issue a writ, order or direction in the nature of Mandamus directing the a senior unaligned officer a fair, time-bound investigation on the said complaint and to recover the stolen property;

Issue a writ, order or direction in the nature of Mandamus directing Respondents No.2 to 4 to initiate appropriate disciplinary proceedings against the Respondent No. 5 for his gross misconduct having intentionally failed and neglected to comply with the direction/order dated 17.04.2026 passed by the Respondent No.4 Annexure-C, vide dated 17/04/26, NO! SDPO/DBP/RTI/Appeal /02/2026.

e. Issue such other writ, order or direction as may be necessary in the interest of Justice and Equity.

The grievance of the petitioner is that the complaints dated 26.12.2025 and 24.05.2026 submitted by the petitioner have not been acted upon by the respondents by registering a crime number despite there being a direction from respondent No.4/Deputy Superintendent of Police at Annexure-C.

A perusal of the complaints, which have been filed, indicates that the same relate to assault and robbery, which are cognizable offences. When a complaint in respect of a cognizable offence has been made, it would but be required for the Station House Officer to register the same and investigate the said complaint. The same not having been done, I pass the following:
