(I) SET ASIDE THE ORDER DATED 24.11.2025 PASSED BY THE RESPONDENT NO.2 THEREBY REJECTING THE REPRESENTATION OF THE PETITIONER, MADE SEEKING TO PERMISSION TO CONDUCT THE PUBLIC AWARENESS PROGRAM, VIDE ANNEXURE-A.

Petitioner is before this Court, seeking for the

following reliefs:

"(i) Issue a writ in the certiorari and set aside the order dated 24.11.2025 passed by the respondent no.2 thereby rejecting the representation of the petitioner, made seeking to permission to conduct the public awareness program, vide Annexure-A.

(ii) Grant permission to the petitioner to conduct public awareness program vide Annexure-B."

The petitioner intends to conduct a public awareness program called "Jalaagraha Janajaagruthi" on 28.11.2025 near Sri Gangamma Devi Temple, Tyamgondlu Village, Nelmangala Taluk, Bengaluru Rural in order to lodge a peaceful protest as regards the proposal of the State to fill several tanks in Nelamangala Taluk as regards the alleged deleterious effect of filling up the tanks in Nelamangala Taluk with secondary treated water from sewage treatment plant from Vrushabhavathi river. It is in that background, the petitioner had approached the respondents seeking permission to hold the said programme and for police bandobast.

had called upon the petitioner to furnish details and to contact the superior officers insofar as the police bandobast is concerned.

Today, Sri.Amar Correa, learned counsel for the petitioner categorically makes a submission that the petitioner does not require police bandobast. The petitioner would only be conducting an awareness programme and that the petitioner's office bearers would be responsible for the proper conduct of the said programme which is being conducted in a private land.

In that view of the matter, when the office bearers of petitioner have categorically taken on the responsibility of conducting the said programme and that they would be responsible for any incident or untoward incident, I am of the considered opinion that for the purpose of running a programme, the respondents could be directed to provide necessary permission.

It is made clear that there is no order insofar as police bandobast is concerned.

the petitioner-society to conduct public awareness programme in Sy.No.9, Thyamgondlu Village, near Sri.Gangamma Temple situated near Amanikere Bidllur, Nelamangala Taluk, Bengaluru Rural, on 28.11.2025 from 11 a.m. to 1 p.m.
