The petitioner in order to start poultry farm in the said property, he filed an application to the local authority for issuance of the license. On the said application, the Panchayath has issued public notice calling upon the general public to file objection, if any for establishment of a poultry farm by the petitioner. Copy of the public notice is produced as Annexure-B. Since there was no objection received, the Panchayath has issued a license to the petitioner for establishment of the Poultry farm on 01.10.2014. Copy of the license is produced as Annexure-C. Pursuant to the license issued by the Panchayat, the petitioner had paid the license fee of Rs.2,000/-. Thereafter, on 07.10.2016, respondent No.3Gram Panchayath has passed a resolution that no objection to issue license for setting up of poultry farm. Thereafter, some of the villagers have given the complaint to respondent No.2/Adhyaksha of Taluk Panchayath.
