2. Learned counsel for the petitioner submitted that suffice it would be at this stage if the respondents are directed to consider the appeal of the petitioner on merits as the same has been dismissed on the ground of limitation.

3. After hearing the parties, I find that the petitioner is a Class-IV employee. He has been punished with stoppage of two annual increments with cumulative effect. No doubt the appeal is barred by limitation as the same was filed on 04.04.2025. In this case some factual aspects needs to be considered and appreciated. Thus, I direct the Appellate Authority to rehear the

appeal of the petitioner on merits after giving one opportunity of hearing to the petitioner. The appeal should be heard and disposed of by passing reasoned order on merits within six months from the date of receipt of the copy of this order.

4. The impugned appellate order dated 14.07.2025 is set aside and the matter is remitted to the Appellate Authority.
