05/09.04.2025 The present writ petition has been filed for issuance of direction upon the concerned respondent i.e., the respondent no. 4 – the Circle Officer, East Tundi Circle, Dhanbad to make online entry of the land appertaining to Plot No. 783 (New Plot No. 1461), Khata No. 98 (New Khata No. 105), Mouza-Balardih, Mouza No. 284, District-Dhanbad, measuring an area of 35 decimals, in Register-II as well as to issue continuous khatiyan with respect to the said land in the petitioner’s name.

Learned counsel for the petitioner submits that the aforesaid land originally belonged to the ancestors of the petitioner’s vendor – Ram Narayan Gupta, S/o Late Saryug Prasad Gupta @ Saryu Prasad Gupta. The great grandmother of Ram Narayan Gupta namely, Late Bageshwari Kumari was having ‘M’ Form issued in her name in the year 1956-57 and jamabandi was created in her name vide Jamabandi No. 251. Thereafter, she and her family members regularly paid rent to the State Government and rent receipts to that effect were also issued in the name of her

family members. The vendor of the petitioner’s husband – Ram Narayan Gupta got the said land by way of inheritance and succession. He thereafter sold the said land in favour of the petitioner’s husband namely, Binay Kumar Singh through registered sale deed No. 4231/3337 dated 21.10.2014. The petitioner’s husband got the said land mutated and correction slip was also issued in his name. He regularly paid rent to the State Government till the year 2016. However, subsequently rent receipts are not being issued in his favour due to the reason that online entry of the aforesaid land has not been made on the official website of the State Government. The petitioner’s husband unfortunately died on 11.07.2024. Thereafter, the petitioner made representation before the respondent no. 4 requesting inter alia to make necessary correction in the revenue records, upload the same in the official website of the government and issue rent receipts in her name, however, the same remained unresponded, which has compelled her to prefer the present writ petition.

3. Mr. P.C. Sinha, AC to GA-III appearing on behalf of the respondents, submits that if the petitioner prefers a fresh representation on the present issue before the respondent no. 4, an appropriate decision in accordance with law will be taken by the said respondent within a timeframe.

4. Having heard learned counsel for the parties and considering the nature of prayer made in the writ petition, without entering into the merit of the case, the petitioner is given liberty to prefer a fresh representation on the present issue before the
