97/09.04.2024 Heard Mrs. Ritu Kumar, learned counsel appearing for the petitioner and Mr. Piyush Chitresh, learned A.C. to A.G. for the respondent-State.

This Public Interest Litigation was preferred by the Advocate’s Association seeking for a direction upon the State Government to provide 300 acres of land for a new campus and new building with all facilities for establishment of a new campus of the Jharkhand High Court and to provide all the adequate financial resources for timely completion of new building and campus.

This Public Interest Litigation was instituted in the year 2010 and much water has flown since then as a new High Court Building has been constructed, the shifting has also been done from the old High Court Building situated at Doranda, the basic amenities which are necessary for

running an institution of this nature has also been provided in course of time.

Since an issue had come up with respect to the Dispensary situated within the premises of the new High Court Building, the Civil Surgeon-cum-Chief Medical Officer, Ranchi was directed to appear in person and on 11.03.2024 assurances were given that the deficiencies in the Dispensary shall be met and necessary equipments and other facilities shall be provided.

As has been submitted by the learned counsel for the petitioner as well as the learned A.C. to A.G. a stationary Ambulance is in place from 10:00 A.M. to 6:00 P.M. and medicines are also available apart from display board indicating the availability of the medicines and the availability of the Doctors as well as their time of availability. It has been stated that a phone number has been provided in the Office of the Advocate’s Association by the Registrar General of this Court so that in cases of medical emergency immediate information is communicated to the Dispensary for taking prompt action.

Mrs. Ritu Kumar, learned counsel appearing for the petitioner has submitted that since most of the requisite facilities are in place the only grievance of the Advocate’s Association for the present is of providing separate Chambers for the Lawyers apart from the Chambers which are already in existence. She has submitted that she be given a liberty to approach the concerned respondent for construction of an Annexe Building housing the Chambers of the Advocates’ who have not been allotted the Chambers in the premises.

This Public Interest Litigation, in view of the several steps which have been taken for more than a decade and which has led to the construction of the New Jharkhand High

Court Building with all the amenities has reached its shelf life and no purpose will be served in keeping this application pending.

In view of the above, therefore, we dispose of this Public Interest Ligation with a liberty to the Advocate’s Association to approach the concerned respondents with respect to their grievance of construction of Lawyers Chamber for accommodating those Lawyers who have not been allotted Chambers in the existing Chambers numbering 440.

Let a copy of this order be handed over to the learned counsels for the respective parties.
