It has been stated by the petitioner that he was allotted the work of Civil Court Building at Chaibasa for the financial year 2004-05 at an estimated cost of Rs. 9,88,256/-. As per the agreement, the work was completed by the petitioner and a final bill of Rs. 9,88,256/- was submitted for payment. The petitioner has been paid an amount of Rs. 2,68,886/- against the final bill and subsequently so far as the balance amount is concerned, he has once again submitted a second bill. It has been stated by the petitioner that a certificate of completion of work was also issued by the Registrar of the Civil Court. The petitioner had represented the authorities on several occasions with a request for releasing the balance amount but since no action was taken he was constrained to file W.P.(C) No. 2632 of 2006 which was disposed of on 19.01.2007, in which it was observed that the petitioner should file a representation before the respondent No. 2 and if the respondent No. 2 finds that the petitioner has completed the construction work and submitted bills and if there is no dispute or objection in regard to the work done by the petitioner for the bills submitted, then there is no reason why the amount shall not been paid to the petitioner.
