‘Gandha Banik’ which does not find a mention in the Central List of O.B.Cs. for the State of Bihar and Jharkhand. The petitioner was asked to explain latest by 25.03.2011 as to why his candidature should not be cancelled on the grounds that he was not entitled to the benefits of reservation. Thereafter, he submitted another OBC certificate bearing No. 1489 dated 04.01.2011 along with copies of O.B.C. list issued by the State Government of Jharkhand. However, he failed to submit any document in support of his community being mentioned in the Central List of O.B.Cs. for the State of Jharkhand/Bihar. It is further submitted that in the notice these facts were highlighted.
