petitioners for regularization of their services since they were discharging their duties continuously and sincerely for last two decades. It is the specific case of the petitioners that on the direction of the Hon’ble Apex Court, in case of Secretary, State of Karnataka & Ors. Vs. Uma Devi and other , reported in (2006) 4 SCC 1 the respondents come-up with Regularization Rules. Thereafter, the petitioners made representation to the Chief Minister and also lodged complaint under Mukhyamantri Jan Smawad being Complain No. 2017-52620, which was registered on 22.11.2017, for regularization of their services, as per Regularization Rules of the respondents, in view of the fact that they are working for last two decades on sanctioned post and there was no compliant whatsoever against them from any corner. However, the respondents have not paid any heed to the request of the petitioner and inspite of recommendation and regularization rules, they are sitting tight over the matter. All of a sudden, the petitioners received the order dated 24.01.2018 of respondent No. 3 in which it has been mentioned that the respondents are going to empanel the services of the petitioners through outsourcing agency instead of regularizing them.
