The grievance projected in this petition relates to the subject(s)
covered by Section 14 of the Central Administrative Tribunals Act, 1985 (for short “the Act of 1985”). The jurisdiction to hear this petition, as a Court of first instance, thus, lies with the Central Administrative Tribunal constituted under the provisions of the Act of 1985.
Given the above position and having regard to the mandate of Section 29 of the Act of 1985, this petition is disposed of giving liberty to the petitioner to approach the Central Administrative Tribunal, presently holding its sitting at Jammu, for seeking redressal of his grievance as projected in the instant petition. Upon receipt of any such proceeding on behalf of the petitioner, the Tribunal shall take up the same expeditiously and pass appropriate orders in respect thereto in accordance with the law and after hearing the counsel for the petitioner.
