the minutes of the High Power Committee meeting held on 04.01.2023 wherein the case of the petitioner was taken up for consideration pursuant to the direction passed by this Court vide order dated 06.09.2019 in WP(C) 1086/2018. On consideration of the matter, the High Power Committee came to the conclusion that the case of the petitioner could not be taken up for provincialisation for the reasons stated therein.

In view of the said decision arrived at by the High Power Committee, I am of the view that there is no willful and deliberate violation of this Court’s order dated 06.09.2019 committed by the respondent authorities. Accordingly, the contempt petition stands closed.

However, the petitioner is given liberty to assail the said minutes of the High Power Committee meeting, if so advised. For the said purpose, Mr. B. Kaushik, learned counsel for the respondent No.2 shall furnish copy of the minutes of the High Power Committee meeting held on 04.01.2023 to the learned counsel appearing for the petitioner during the course of the day.
