Heard Mr. A Boro, learned counsel for the petitioner and Ms. S Sarma, learned Government Advocate, Assam for the respondent No. 1. Also heard Mr. R K Mushahary, learned Standing counsel, BTC for the respondent Nos. 2 to 6.
The respondent authorities in the Irrigation Department have issued a utilization statement, wherein it is specified that the work of “RCC lining of Main Canal from ch.1656m to 1905.5m of Gargaon FIS (Ph-III) under SCA to TSP” for the year 2016-2017 is under progress.
It is stated by the petitioner that though he has submitted the first running account bill for the said work amounting to Rs.24,11,296/-, but the respondent authorities did not pay him the same. Hence, this writ petition.
