Heard Mr. P. Taffo, learned counsel for the petitioner and Ms. R. Basar, learned Junior Government Advocate for the State respondents.

Having regard to the nature of grievance projected by the petitioner, the writ petition is taken up for disposal at motion stage itself.

The petitioner was appointed as Public Distribution System (PDS) District Landroute Carriage Contractor of East Kameng District Seppa, Arunachal Pradesh, for transporting food grains (Rice only) w.e.f. 01.04.2021 to 31.03.2022 & w.e.f. 01.04.2022 to 31.03.2023, vide order, dated 19.03.2021 (Annexure-3, page-17). The petitioner has carried out the transportation of food grains to the best of his abilities and without any complaints. As such, the District Food & Civil Supplies Officer, East Kameng District on 20.09.2022 [Annexure-8 (collectively)] had given performance report in favour of the petitioner. While the petitioner was expecting extension of the contract period as permissible under the notification, dated 16.01.2017, issued by the Department of Food & Civil Supplies, Government of Arunachal Pradesh, his representation to the Deputy Commissioner, East Kameng District, Seppa (respondent no. 3), dated 15.02.2022 (Annexure-4) to this effect has not been considered and disposed of, till date. Aggrieved he is before this Court.

Mr. Taffo, learned counsel submits that the limited prayer of the

petitioner at this stage is that the respondent authorities concerned i.e. respondent no. 3 be directed to consider and dispose of the representation of the petitioner within a time frame.

The learned Government Advocate has no objection to the limited prayer of the petitioner.

In view of above, this writ petition is disposed of, with a direction to the Deputy Commissioner, East Kameng District, Seppa (respondent no. 3), to consider and dispose of the representation of the petitioner, dated 15.02.2022, by way of a speaking order, within one month from the date of receipt of a certified copy of this order.

The petitioner shall also furnish the respondent no. 3, a copy of the writ petition with appended annexures, along with a certified copy of this order.
