Heard Mr. R. Dhar, learned counsel for the petitioner and Mr. D. Nath, learned Senior Government Advocate, Assam as well as Standing counsel, PWD (Roads) for the respondent No.1. Also heard Mr. S. R. Rabha, learned Standing counsel, BTC for the respondent Nos. 2 to 6.
The respondent authorities in the BTC, PWD (Roads) Department by the Completion Certificate (Annexure 8 to this petition) specified that the petitioner has completed the work of ‘Construction of new Road with Earth filling and Sand Gravelling from Ramakand L.P. School to Dakhina House along with 1 No. Box type Culvert at No.1 Matiapara’ under SOPD fund for the year 2018-19.
It is stated by the petitioner that though he completed the work, noted above, the respondent authorities did not pay him the admitted amount of Rs. 15,00,000/-.
