3. The brief facts of the case, is that, the wife of the second petitioner had died in a motor accident. Therefore, Arunachal Pradesh Building & Other Construction Workers Welfare Board sanctioned a sum of Rs. 51,000/- (Fifty one thousand) only to the second petitioner as compensation for the death of his wife. It is alleged that the first petitioner, being the son-in-law of the second petitioner, had forged some documents and managed to have the compensation depriving the second petitioner. This fact was initially not known to the second petitioner but when he came to know that his son-in-law had forged a signature on some documents and managed to have money, with the aforesaid story, the second petitioner had lodged one F.I.R. before Police on 21.11.2016 and Police registered the case under Sections 419/420/468/471 of the Indian Penal Code. On conclusion of investigation, Police filed a Charge-Sheet against the first petitioner, Shri Jarter Yomcha, under the aforesaid Sections of law. Thereafter, in the year 2019, both the petitioners compromised the matter and they had entered into a Deed of Settlement (annexed as Annexure-E to the criminal petition). Both the sides agreed that the informant would withdraw the F.I.R. and file a petition before the High Court for quashing the criminal proceeding pending before the Court of Judicial Magistrate, Aalo, West Siang District, Arunachal Pradesh.
