The petitioner organisation has filed this writ petition representing 1344 Nos. of family of Morigaon district who were affected in the flood during the year 2004. The aforesaid families were earlier paid @ Rs. 2500/- per family as financial assistance by the department of Revenue and Disaster Management, Assam vide office order dated 9.7.2009 incurring a total expenses of Rs.33,35,000/-. Thereafter vide letter dated 16.5.2012, it was informed to the Deputy Commissioner, Morigaon by the Secretary, Revenue and Disaster Management (General) Department that an additional amount of Rs.46,69,000/- only was sanctioned against the flood victim @ Rs.3,500/- to those 1334 Nos. of family. As per the said letter, the Deputy Commissioner, Morigaon was directed to draw the sanction amount on receipt of Fixation of Ceiling for disbursal to the affected family. As per the writ petitioner no such relief was disbursed to the affected family and finding no alternative, the writ petitioner placed the matter before the Assam Human Rights Commission and the same vide order dated 31.7.2013 rejected their grievance by holding that as the sanction for relief and rehabilitation of flood affected people is a matter of policy decision resting with the Government , the Commission has nothing to do in that regard.
