This is a writ petition filed under Article 226 of the Constitution of India seeking directions to the respondent to consider the representation of the petitioner to return the original certificates.

Mr. Omprakash, learned standing counsel for UGC has been requested to appear who joins through video conferencing mode.

The brief facts are that the petitioner secured admission to Bachelor of Science (Medical Technology) at Harsha Institute of Allied Health Sciences (“College”) on 04.09.2025 and paid the admission fee of Rs. 55,000/-. During the time of admissions, the original certificates were kept by the College.

As per the petitioner, the petitioner was subjected to harassment, and thus, discontinued his studies and sought return of his original certificates. The same has not been so done by the college.

My attention is drawn to Clause No. 4.1 of the UGC Notification as well as University Circular dated 19.12.2023, which seem to suggest that the original certificates cannot be retained by the College.

For the said reasons and in view of the prayer by the petitioner, it is directed that the UGC i.e. the respondent shall consider the representation of the petitioner and take corrective measures expeditiously and not later than 4 weeks from the date of the communication of this order.

In case the petitioner is still aggrieved, the petitioner shall be entitled to file a fresh petition and/or revive the present petition.

The petition is disposed of in the aforesaid terms.
