This writ petition seeks the following relief:

“a) Issue an appropriate writ, order, or direction, directing the Respondents to consider the Petitioner for appointment to the post of Primary Teacher (Music) under Advertisement No. 15/2022 along with all notional and consequential benefits; and/or

¶14

b) Issue an appropriate writ, order or direction directing the Respondents to decide the Petitioner’s representation dated 07.01.2026 by passing a reasoned and speaking order within a time-bound period as may be fixed by this Hon’ble Court; and/or”

At the outset, counsel for the Respondents object to the maintainability of the present petition on the ground that the Kendriya Vidyalaya Sangathan is a notified authority under Section 14 of the Administrative Tribunals Act, 1985 and the dispute raised herein falls within the jurisdiction of the Central Administrative Tribunal. It is submitted that, in view of the judgment of the Supreme Court in L. Chandra Kumar v.
