This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:-

“a) Issue a writ of mandamus or any other appropriate writ, order, or direction directing the Respondents to retrieve, verify, and certify the Petitioner's NEET-UG 2019 qualification records from their official database, and to accept such verified records for the purposes of FMGE December 2025 registration;

b) Issue a writ, order, or direction directing the Respondents to permit the Petitioner to register for and appear in the FMGE December 2025 examination, the Petitioner having already submitted his application vide FMGE Application No. FMGE25242522 before the last date of 04.12.2025, without insisting upon production of the physical NEET-UG

2019 scorecard which is unavailable due to discontinuation of the NTA portal;

c) Issue a writ, order, or direction declaring that NEET-UG qualification, in terms of the MCI Notification dated 01.03.2018, constitutes sufficient compliance for eligibility to appear in FMGE, and that non-production of the scorecard due to administrative or systemic lapses cannot be treated as a ground for denial of registration; I

d) Issue a writ, order, or direction directing the Respondents to accept alternative documents submitted by the Petitioner including NEET Admit Card, Roll Number, Application ID, Passport, MBBS admission and completion documents, and any other relevant evidence for verification of his NEET-UG qualification,

e) Issue a writ, order, or direction directing the Respondents to allow the Petitioner to utilize the FMGE December 2025 edit window (09.12.2025 to 11.12.2025) and final image correction window (09.12.2025 to 31.12.2025) for necessary corrections, without any hindrance due to non-availability of the original NEET-UG scorecard;

f) Grant similar relief as in judgment dated 11.11.2025 in W.P.(C) 14627/2025 Amrita & Ors. v. UOI & Ors by directing Respondents to accept NTA database verification as sufficient proof of NEET qualification....”

Foreign M edical Graduate Examination (“FM G E”), conducted by the N ational Board of Examinations in M edical Sciences (“NBEM S ”). However, the Information Bu l letin issued by NBEMS for FMGE, requires mandatory sub m ission of NEET UG Scor e card and the petitioner is unable to fi n d or retrieve her NEET-U G 2019 Scorecard.

The lear n ed counsel for the petitioner, states th a t the respondent No. 1, na m ely National Testing Agency (“NTA”) has furnished particula r s of the petitioner as available in their d atabase, and the same can be perused by this Court to issue direc t ions to treat this order as N EET UG Scorecard. 4. The resp o ndent No. 1, has filed a counter affi d avit mentioning relevant d etails and particulars of the petitione r , which reads as under:-

Accordingly, the respondent No. 3 is directed to treat this Order as a Scorecard for NEET-UG 2019 examination in respect of the petitioner and consequently, the requirement on part of the petitioner to furnish Scorecard of NEET-UG 2019 for FMGE 2026 and also for future FMGE Examinations stands discharged.

The petition is disposed of in the aforesaid terms, along with pending applications, if any.
