Through the present writ petition, the Petitioner prays as under :

“a. Issue a writ in the nature of Certiorari to set aside the findings of Detailed medical Examination dated 23.09.2025 and Revie Medical Board dated 01.10.2025 vide which petitioner was declared medically unfit because of squint;

b. Direct the Respondents to conduct a Second Review Medical Examination by an independent medical board comprising of eye specialists/ophthalmologists to undertake a fresh and thorough medical examination for squint

c. Direct that, in the event the Petitioner is found medically fit by above process, the Petitioner be considered for the post of SubInspector in Delhi Police and CAPF under the advertisement annexed as Annexure-P2 along with all consequential benefits including arrears etc;

d. Pass any other order(s)/direction(s) as this Hon’ble court may deem fit and appropriate in the facts and circumstances of the present case.”

Candidature of the Petitioner has been rejected as he was found to be unfit in the Detailed Medical Examination, which finding was re-affirmed by Review Medical Board.

Learned counsel representing the Petitioner has drawn attention of the Court to certain guidelines issued by the Ministry of Home Affairs, Government of India, wherein one form of squint is considered acceptable for recruitment. Specific reference has been made to Clause 42 of the guidelines, which is extracted as under:

“ 42 Recording of Results. The degree of movement is recorded by letters S’ if slight and M’ if moderate. Second and third letters indicate lateral or medial deviation. Fourth and fifth letters show rate of recovery and the last two letters indicate whether left or right or both eyes. Slight latent divergence with rapid recovery in both eyes will be recorded as _ SLDRRBE’

Recruits with tropia or manifest squint are unfit. Latent squint is acceptable provided recovery is complete and rapid.”

Keeping in view the aforesaid position, the present Writ Petition is disposed of while directing the Respondents to pass a fresh order after considering Petitioner’s case. Pending application also stands disposed of.
