Manish Kumar Gupta, Amit Sharma J., 14.11.2025) seeking initiation of contempt proceedings against alleged contemnors for willful/deliberate disobedience and non-compliance of the High Court's order dated 23.04.2025 in Cont. The present petition under Section 12 of the Contempt of Courts Act, 1971 seeks the following prayers:-

“1. To initiate contempt proceedings against the alleged contemnors for willful/deliberate disobedience and noncompliance of the order passed by the Hon’ble High Court in the Cont. Cas(C) 4/2025 dated 23/04/2025 as there is complete intentional failure to comply the same within eight weeks whereas there is no legal ownership chain of documents of the property with the land grabbers/ trespassers who have constructed illegal and unauthorized building at public land which needs to be removed with immediate effect in the interest of justice.

To kindly pass any other order (s) or direction (s) as the Hon’ble Court may deem fit and proper in the facts and circumstances of the matter in favour of the petitioner in the interest of justice.”

Vide order dated 23.04.2025, in earlier contempt petition being Cont. Cas (C) 4/2025 filed on behalf of the petitioner was disposed of by the following order:-

“1. No one appears on behalf of the petitioner.

The issue relates to order passed on 31% July 2024 in W.P.(C) 10484/2024. The relevant directions by the Division Bench are as under:

Present public interest petition has been filed seeking issuance of directions to the Respondents to remove illegal encroachment and the unauthorized multi-storey buildings constructed by the licensees/encroachers at Swayam Sidha Widow Colony, Madipur, West Punjab Bagh, New Delhi-110026.

Keeping in view the aforesaid, the present writ petition is disposed of with a direction to the Special Task Force headed by Vice-Chairman, DDA to treat the present writ petition as a representation and to decide the same by way of a reasoned order in accordance with law within six weeks

Ms. Beenashaw Soni, ASC appearing for the STF/DDA states that various meetings have been held in this regard and the STF has taken steps to collaborate with the other agencies.

It transpires that the area in Madipur, West Punjabi Bagh comes under DUSIB, which also forms part of the STF and, therefore, they shall after gathering data from various authorities, decide the representation within a period of eight weeks.

Accordingly, no further directions are necessary, at this stage, basis their undertaking.

Petition is disposed of accordingly.

Learned counsel for the respondent has handed up in Court an order dated 18.08.2025 deciding the representation of the petitioner in pursuance of the aforesaid order.
