By way of this writ petition, the petitioner seeks the following reliefs:

“a) issue a writ of Mandamus to quash and set aside the Circular No.2022-E (SCT) 1/131/2 dated 08.03.2024 issued by Deputy Director/Estt. (Res.) Railway Board, whereby list of nominated members of CEC/AISCSTREA was issued in contravention of the orders passed by this Hon'ble Court;

b) Pass such further and. other orders and directions as this Hon'ble Court may deem fit and proper in the interest of justice and favour of the Petitioner;”

By the said notification, the Railway Board purportedly circulated the list of office bearers of the Central Executive Committee [“CEC”] of

the All India SC/ST Railway Employees Association for the period 24.10.2021 to 23.10.2024.

Learned counsel for the petitioner and Union of India state that elections have thereafter been held to the CEC for the period 2024-2027. 5. Ms. Pratima N. Lakra, learned Central Government Standing Counsel, states categorically that the list of office bearers circulated by the impugned letter dated 08.03.2024 are no longer in office after the said elections.

In view of the aforesaid statement, the relief sought in this writ petition does not survive. The writ petition is therefore disposed of, alongwith all pending applications.

Learned counsel for the petitioner submits that the right of the petitioner to challenge the subsequent elections and notifications issued by the Union of India may be reserved. It is made clear that this writ petition has been disposed of on the short ground mentioned above, and if the petitioner has any grievance in respect of any subsequent election or notification, he is at liberty to challenge the same in accordance with law.
