This writ petition has been preferred on behalf of the Petitioners under Article 226 of the Constitution of India seeking release of salary and other benefits in their favour.

The reliefs claimed by the Petitioners are in the nature of a service matter and against India Meteorological Department, Ministry of Earth Sciences as well as Indian Council of Agricultural Research, both of which

are notified under Section 14 of the Administrative Tribunal Act, 1985. Therefore, by virtue of Section 14 of the Act and judgment of the Constitution Bench of the Supreme Court in L. Chandra Kumar v. Union of India and Others, (1997) 3 SCC 261 , the Central Administrative Tribunal will be the only Court of first instance to adjudicate the issues raised by the Petitioners.

Accordingly, this writ petition is dismissed with liberty to the Petitioners to approach the appropriate forum in accordance with law.
