Be that as it may, petitioners are directed to file fresh representation within 2 weeks from today which will be considered by respondents No. 2 and 3 in accordance with law within three months from the date of receipt of a copy of this order. It is made clear that this Court has not expressed any opinion on the merits of the matter.
