Since both the petitions involve common question of law and facts, they are heard analogously and are being disposed of by this common order.

The petitioners have preferred these petitions assailing the selection process of Ward Boy/Aaya pursuant to advertisement dated 19.09.2017 (Annexure P/1) issued by respondent No. 5.

Learned counsel for the petitioners would submit that selection process was started on 19.09.2017 and more than 08 years has been lapsed it has not reached to its logical end which is causing difficulty for smooth functioning of medical college wherein Ward Boy/Aaya are very much required and without supporting staff it is difficult for the Doctors also to perform their duty, therefore a direction is required to be issued for completion of process.

Learned counsel for the State opposing the submission would submit that earlier up to 2023 the matter was pending before the various Courts including High Court as such it has not reached to its logical end. Now all the rider is over.

In pursuance of direction given by this Court, Dr. Vineet Jain, Dean, Late Shri Lakhiram Agrawal Memorial Medical College, Raigarh is

present before this Court through V.C. and would submit that vide order dated 11.09.2025 the Government has granted permission to proceed further in the selection process. He would further submit that now they have started taking interview of the candidates however it may take some more time and prays that they may be given 06 months time to conclude proceedings.

I have heard learned counsel for the parties and perused the records.

Looking to the urgency and taking into consideration that the matter is pending since 2017 more than 08 years has already lapsed, therefore, it is directed that the medical college should complete process within three months from the date of receipt of copy of this order. The Collectors of the Districts are directed to cooperate with the verification proceedings and as soon as the application of candidates are forwarded by Dean, Medical College/Appointing Authority, they will conclude the verification of candidates within 21 days. The Superintendent of Police will also cooperate in the matter and will verify criminal antecedent of selected candidates as required under the law before appointment within one month.

The Dean, Medical College, Raigarh is directed to forward copy of this order passed by this Court along with information sought from the respective Collector/Superintendent of Police of the Districts so that they shall also cooperate with him.
