The limited grievance of the petitioner in this petition is that direction may be given to the respondents/authorities to refund the Earnest Money Deposit to the tune of Rs. 1,00,000/- which has been deposited by the petitioner in lieu of allotment of work order which has already been completed and completion certificate has been issued.

Counsel for the petitioner submits that the work has been completed within the stipulated time period and the respondent authorities have also issued the work completion certificate No. 233 dated 31.03.2019 (Annexure P/2) but they are not releasing the amount of EMD.

Counsel appearing for the respondent No.2 & 3 submits that the Commissioner, Municipal Corporation, Bilaspur has already issued a letter to the Nodal Officer, E-procurement, Letter No.381 dated 02.06.2025 for releasing the EMD amount to the petitioner and on instructions, counsel for the respondent authorities assured that within six weeks’ from today, the amount would be released to the petitioner. 4. In view of the submission made by the counsel for respondents No. 2 & 3, the petition is disposed of with a direction to the concerned respondents authorities to release the EMD amount to the petitioner.
