3 ) It appears further from perusal of the record that the appointment of the petitioner was questioned by one Mr. Rajeev Dewangan by filing a complaint before the Respondent No.3-Collector, Dhamtari, and after considering the said complaint, a direction was issued by the said authority to the Sub-Divisional Officer, Kurud for holding an enquiry in this regard, who in turn, has directed the Additional Tahsildar, Sub Tahsil Bhakara, District Dhamtari to hold an enquiry and, in pursuance thereof, the Additional Tahsildar has submitted its report on 03/03/2015. The said report was sent to the Respondent No.3, i.e., Collector, Dhamtari, who in turn, vide its memo dated 01/09/2015 (Annexure P-7) directed the Director, Urban Administration and Development, Raipur to issue an appropriate order for termination of the petitioner. It appears further that after receiving the said memo, the Directorate, Urban Administration and Development, in compliance of the same has directed the Respondent No.4-Chief Municipal Officer, Nagar Panchayat, Bhakara to terminate the petitioner and, the order impugned (Annexure P-1) has, accordingly, been issued by the Chief Municipal Officer, Nagar Panchayat, Bhakara terminating the petitioner from the said post, which has been assailed by way of this petition.
